The previous question, on any matter under consideration, may be put to the Board of Commissioners when demanded by a majority of the Commissioners present, when all debates on the matter shall cease and a vote on the question shall be taken. The ayes and nays on any question voted upon shall be taken when demanded by any member present; and the vote when the ayes and nays are called for shall be recorded giving the vote of each member of the Board, which vote shall be regularly recorded in the minutes.
