No motion shall be considered or put before the Board of Commissioners until seconded, and when seconded the motion shall be stated distinctly by the presiding officer before being debated, and upon request of the presiding officer, or any member of the Board, the motion shall be reduced to writing by the member offering it. It may be withdrawn at any time before decision, commitment or amendment by unanimous consent of the Board, upon request of the member offering it.
