§ 31.06 APPLICATIONS AND PETITIONS TO BOARD.
   All applications and petitions to the Board of Commissioners shall be subject to any motion which any member of the Board may think proper to make, and all applications and petitions must be in writing and handed to the Clerk of the Board, who shall present them to the Board when called for in the regular order of business.
