§ 31.02 PRESIDING OFFICER.
   The Mayor, when present, shall preside at all meetings of the Board of Commissioners. In the absence of the Mayor, the Mayor Pro Tempore shall preside; and if both the Mayor and Mayor Pro Tempore are absent, the Commissioners shall designate one of their own number to preside.
