§ 30.08 TOWN EMPLOYEES; USE OF VEHICLES.
   (A)   The Town Board adopts as a matter of policy, that all persons employed by the Town of Wilkesboro who use a vehicle belonging to the town to go to and from the place of employment to their home and return, shall pay to the Town of Wilkesboro the going rate as determined by the IRS per mile; that each person who uses a vehicle to drive to and from his or her home to work, and for his or her personal use, shall be required to keep daily log of the milage; and at the end of the month, turn the daily log into the Town Clerk and Town Manager. It shall be the duty of the Town Manager to check the logs at the end of the months and see that the proper log has been kept and turn the same over to the Town Clerk. The amount shall be charged to the employee at the end of each month. The Clerk of the Town Board shall be required to keep the logs on file for check and examination by the auditors of the Town of Wilkesboro in order that they may see that the proper charge has been made to the employee’s account.

   (B)   The personal use of a town owned vehicle for purely personal use is strictly prohibited, and in the course of events that the employee is required to answer emergency calls during the entire 24-hour period of a day, there shall be no charge imposed on the use of the vehicle, but it shall be the duty of the employee to whom the vehicle is issued to keep the same clean and to take care of the vehicle. Employees’ failure to take care of the vehicle in an adequate manner shall be sufficient cause to revoke the issuance of the vehicle to the employee in the discretion of the Town Manager. Should the issue of the vehicle be revoked by the Town Manager, the employee shall have a right to appeal the same to the Town Board of Commissioners, whose findings shall be final. No person who is not an employee or agent of the Town of Wilkesboro can be transported in the vehicle belonging to the town.
   (C)   Since the employee is required to have the vehicle with him or her and answer calls, and where it is his or her duty to answer calls, such as the restoring of electricity, cutting off (on) water, water line repairs, sewer line repairs or street repairs, and the vehicle assigned to the employee is used in connection with these or other emergency repairs or emergency visits, there shall be no charge imposed on the use of the vehicle. The use of the vehicle is not likely to be used more than a minimum amount in going to and from the job to the residence.
   (D)   It shall be unlawful to use any vehicle belonging to the Town of Wilkesboro for personal use, other than to go to and from work. Any use other than for authorized purposes shall be sufficient grounds to terminate the use of the vehicle in the discretion of the Town Manager. Any use of the vehicle assigned to an employee where the employee is on call at all hours of the day and night shall be considered a minimal use so long as the vehicle is not used for any other personal use than to go to and from his or her place of abode to his or her work by the person who is on call at all hours of the day and night.
   (E)   The assignment of any town owned vehicle to an employee who has the option of driving the vehicle to and from home must be approved the Town Board of Commissioners.
   (F)   The Chief of Police, the Town Manager, Water Superintendent, Sewer Superintendent, Recreation Director, Street Superintendent, Water Meter Repairman and Police Detective, and any other persons who are assigned a vehicle for the specific duties, shall be used by them as going to and from their place of abode to their job, shall be considered to be no more than a minimal amount for personal use and exempt from the code.
