It shall be unlawful for any person to in any way mutilate, damage, deface, injure or render the town jail or place of detention insecure or insufficient for the purpose for which it is intended; and in addition to any penalty which may be imposed for violation of this section, the offender shall also be required to pay for the damages inflicted by him or her.
