Any person desiring to engage in a business, trade or profession for which a town permit is required by this chapter shall file with the Board of Commissioners an application for a permit, which application shall state the name of the applicant, the nature of his or her business and any other reasonable information which may be requested by the Board, and the Board shall not issue a permit, as provided herein, to any person unless the Board shall be satisfied as to the legality of the wares, devices, publications or other merchandise offered for sale.
