Any person selling or offering for sale advertising space, advertising novelties or advertising devices shall, before engaging in business in the town, procure from the Board of Commissioners a permit to do so; provided that this section shall not apply to the sale of advertising space in any daily, weekly, semiweekly or monthly newspapers of recognized character or in nationally known magazines published by business institutions and issued with regularity at least 12 times a year, or on buses, airplanes, cabs, billboards, posters, wall signs, motion picture screens, radio or in the city or town and state directories and telephone directories, nor to the sale of calendars and novelties to be given away by the purchaser to advertise his or her own business.
