§ 93.23 VICIOUS DOGS.
   Each owner of a dog which is known to be vicious or to have bitten or attacked a person shall keep the dog securely enclosed on his or her premises and shall not permit the dog to run at large; and the dog, while off the premises of the owner, shall be securely muzzled so as to prevent the biting of any person, and shall be securely attached to a leash to be held by the owner or some other responsible person.
