Whenever official 1-way street signs with arrows indicating the direction in which traffic shall move are placed upon any street, it shall be unlawful for any person to drive a vehicle upon the street in any direction other than that indicated by the arrows, except as may reasonably be necessary to enter or leave a street or to occupy or leave a parking space thereon and except as may be necessary in case of emergency.
