§ 51.01 REFUSE CONTAINERS.
   (A)   All refuse, garbage, and the like, must be placed in watertight containers with close-fitting lids or covers. All recyclable items as defined and amended by the recycle contractor, shall be placed in the container provided by the contractor or agent. Containers must not be set out prior to dusk on the day preceding collection and must be removed as soon as possible within the same day as collection.
   (B)   The owner or occupant of each dwelling, house, apartment, or other building is responsible to use the container(s) provided as part of the city contract or dumpsters for multi-family developments. Drums, barrels, yard and household containers are not acceptable and will be removed as trash. Recyclable containers will be provided by the city’s contract provider for curbside service and shall only be used for recyclables as identified by the city. Recyclable dumpster for multi-family units may be provided by the city at a centralized location as part of the contract with the contractor.
   (C)   All garbage placed in containers shall be thoroughly drained and wrapped in paper or plastic before being placed therein.
   (D)   Refuse containers and recycling containers shall be placed at a convenient place near the curb of the street or public way so as to be easily accessible to the persons who are to remove their contents.
