§ 154.42 ENFORCEMENT OFFICER.
   The Maintenance Superintendent of the city is hereby appointed and authorized as the enforcement officer under this subchapter, whose purpose and authority shall be to carry out and enforce the provisions of this subchapter. The enforcement officer shall have authority to inspect any structure upon the enforcement officer’s finding of reasonable cause to believe that such structure is in violation of § 154.41 of this subchapter. The enforcement officer shall have the right to inspect the structure at all reasonable times and to perform any duty imposed upon him or her by this subchapter, provided that the enforcement officer shall first provide notice and request entry from the owner of the structure. The enforcement officer shall attempt to make arrangements with the owner by telephone, email or other electronic correspondence, or in person, as to the occurrence of the inspection at least 24 hours prior to the inspection. If direct communication cannot be obtained, the enforcement officer may post on the structure’s front facade written notice of the occurrence of an inspection within 48 hours of posting. If such entry is refused, the enforcement officer shall have all rights and remedies as provided by law to secure entry including any application for a search warrant or other authorization from any court of competent jurisdiction.
