It shall be unlawful for any owner of any real property located within the city to permit any structure or mobile home or trailer upon their property to become unfit, unsafe, or hazardous for human habitation, occupancy or use, or to permit conditions to exist within or in proximity of the structure which are dangerous or injurious to the health or safety of any occupants of the structure, or any occupants of any neighboring structures, or any residents of the city.
