No person who resides within the City or uses a bicycle in connection with employment within the City, shall ride or propel a bicycle on any street or highway within the City unless such bicycle has been licensed and a license plate is attached thereto as provided in this chapter, and the person has in his possession a certificate issued to the owner of the bicycle or the consent in writing of the owner of such bicycle to operate the bicycle.
