Every person buying, selling or giving away a new or secondhand bicycle shall make a report to the Police Department of every bicycle purchased, sold or given away by such person, giving the name and address of the person for whom purchased, or to whom sold or given, a description of such bicycle by name or make, the frame number thereof, and the number of the license plate, if any, found thereon.
