The Chief of Police shall issue a license plate bearing the license number assigned to the bicycle and the name of the City, together with a certificate bearing the name of the owner, together with the license number and year stamped on it. The licensee shall cause the license plate to be firmly attached to the frame of the bicycle for which issued, in such a position as to be plainly visible. No person shall remove a license plate from a bicycle.
