No person shall continue the outdoor display of any moving picture after 12:30 a.m. However, upon the application of a bona fide and responsible organization or society, the Mayor may grant the organization or society a permit to continue the show until 2:00 a.m.
All outdoor moving-picture displays or drive-in theaters shall discontinue operation and the grounds or premises where the movie is displayed or drive-in theater is conducted, maintained or housed shall be closed, and all lights therein or thereon, shall be extinguished before or at 12:30 a.m.
