   1171.99 PENALTY.
   Whoever fails to comply with the provisions of this chapter shall be deemed guilty of a misdemeanor of the first degree; maximum penalties:
   (a)   Not more than 180 days in jail;
   (b)   Fine of not more than $1,000.00; or
   (c)   Both.
