The Commission established by the City known as the Wickliffe Park and Recreation Commission shall be charged with the duty of advising Council and the Recreation Director as to the development, operation and administration of a public park system. The Commission shall recommend and advise Council and the Recreation Director in the adoption of a program of public recreation for the residents of the City. Such Commission shall adopt rules and regulations to govern its proceedings.
