The City of Wickliffe hereby recognizes the Municipal Foreman and Laborers Union Local 1099, AFL-CIO, as the sole and exclusive bargaining agent with respect to wages, hours and other terms and conditions of employment for all full-time employees employed in the Service Department occupying the positions of Service Department mechanic and Service Department laborer, excluding all part-time, seasonal, temporary and probationary employees. "Full-time employees", for the purpose of this section only, means any employee working thirty-five hours or more each week. All other City employees are excluded from the bargaining unit. Such recognition shall continue for a period of one year or the length of any agreed upon collectively bargained labor agreement, whichever is greater. Such recognition shall commence on November 5, 1982.
