   147.01 SCHOOL GUARDS.
   (a)    There is created in the Department of Public Safety the office of school guard.
   (b)    The Mayor is authorized, empowered and instructed to appoint as many school guards as he deems proper and to provide for their duties and hours of employment. Each school guard shall be compensated at a monthly rate.
