When any person fails, neglects, or refuses to comply with any order of the Building Department, or other authorized representative of the City of Wickliffe, under the provisions of this Chapter, or when any building or structure is used or occupied so as to be in violation of or not in conformity with the provision of this Chapter, the Building Commissioner, or other authorized representative of the City of Wickliffe, may, in his discretion, institute an appropriate action of law or equity to restrain the execution in violation of this Chapter, to prevent the occupation or use of such building or such structure, and to prevent or terminate any violations of this Chapter. The exercise of the rights and remedies granted in this Chapter shall in no way preclude or limit the City from exercising any other right or remedy now or hereafter and granted under the laws of Ohio or the ordinances of the City.
