No action of the Council which authorizes a change in the zoning classification or district of any property, or a change in the uses permitted in any zoning classification or district, or a change in the use of any property in the City of Wickliffe shall be approved unless and until it shall have been submitted to the Planning Commission, for approval or disapproval, nor shall it be approved or passed as an emergency measure. No said action shall be passed or adopted until it has been read on three separate days and received a two-thirds affirmative vote of all members elected to Council.
