SECTION VIII-7. PURCHASES, CONTRACTS, PUBLIC BIDDING.
   The Council may authorize expenditures of the funds of the City as provided by Section 735.05 of the Ohio Revised Code, as that section is amended from time to time. Expenditures by the City of Wickliffe in excess of fifty percent (50%) of the current state limit as provided by Section 735.05 of the Ohio Revised Code, must have the approval by Council by ordinance or resolution. Expenditures of funds of the city of more than the current limit as provided by Section 735.05 of the Ohio Revised Code, shall be made by written contract with the lowest and best bidder after public advertising and receipt of bids in the manner provided by ordinance. The Council may authorize expenditures of the funds of the City in amounts exceeding the current state limit as provided by Section 735.05 of the Ohio Revised Code, without public bidding for the acquisition of real estate, for the discharge of noncontractural claim against the City, for personal services, for the joint use of facilities or exercise of powers with other political subdivisions, or for the product or services of public utilities including those municipally operated.
