(a) Owner. The owner of every multi-family dwelling as defined herein shall be responsible for the exterior building maintenance thereof in good repair and safe condition as required by the terms of this Residential Building Maintenance Code. The owner shall also be responsible for maintaining in a clean and sanitary condition the shared or common areas of the premises.
(b) Occupant. The occupant of any dwelling structure shall be responsible for maintaining in a clean and sanitary condition that part of the premises which he occupies and controls.
