Within the scope of this chapter, the purpose of this Residential Building Maintenance Code is to establish minimum standards governing the exterior maintenance of dwelling structures in such condition as will not constitute a blighting or deteriorating influence on the neighborhood and the community; to protect property values and to maintain the character and appearance of the community and neighborhoods within the community; to fix responsibilities for owners and occupants of dwelling structures with respect to repair and maintenance; to establish enforcement procedures; and to fix penalties for violations.
