(a) A permit for the construction, installation, alteration, addition or remodeling of a swimming pool, or for the construction of a permanent wading pool, shall be obtained in all cases. The permit shall be issued by the Building Commissioner, provided the plans and specifications have been approved as to the structural safety of the construction, installation, alteration, addition or remodeling, and the plans shall comply with the requirements of this chapter. Any pool constructed, installed, altered, added to or remodeled for which a permit is issued shall not be used until the construction, installation, alteration, addition or remodeling has been approved by the Building Commissioner.

(b) The following schedule of fees shall be charged:
(1) Permits for the construction or installation of swimming pools shall be eighty dollars ($80.00). Such fee shall include plumbing and sewering in connection with the construction or installation of the swimming pool.
