(a) The Building Commissioner is authorized to make or cause to be made inspections of the exterior of all structures or premises included in the scope of this Commercial Building Maintenance Code and all accessory structures to determine whether such structures or premises conform to the provisions of this Code.
(b) The Building Commissioner shall be supplied with official identification and shall show such identification, upon request, when entering upon any premises.
