1156.02 MINIMUM STANDARDS; PURPOSE.
   (a)    This Code establishes minimum standards covering the exterior maintenance and appearance of business, commercial, manufacturing, industrial, institutional and recreational premises including hotels, motels, motor courts, lodging houses and industrial camps, hereafter referred to as nonresidential premises or buildings.
   (b)    The purpose of this Code is to maintain such nonresidential premises in such condition as will not constitute a blighting or deteriorating influence on the neighborhood and the community; to fix certain responsibilities and duties upon owners and operators and distinct and separate responsibilities and duties upon occupants; to authorize and establish procedures for the inspection of premises; and to fix penalties for violation of the Commercial Building Maintenance Code. This Code is hereby declared to be remedial and essential for the public interest and it is intended that this Code be liberally construed to effectuate the purposes stated herein.
