Upon commencement of construction of any new structure in all districts other than residential districts and prior to the excavation or grading of the property and prior to the delivery of any construction materials or the placing of concrete footers on any job site, slag, limestone or other suitable material shall be installed and maintained as a temporary access drive during construction of the structure. Such slag, limestone or other suitable material shall be at least six inches thick and ten feet wide.
