As used in this chapter:
(a) "Master plumber" means any person engaged in the business of plumbing, sewer building and sewer tapping, or who does or contracts or undertakes to do, either himself or through his servants or employees, plumbing work, sewer building and sewer tapping.
(b) "Sewer tapper" means any person not licensed as a master plumber, who builds sewers, makes sewer connections or taps sewers.
