(a) No fence shall hereafter be erected, altered, relocated or reconstructed unless information is first presented to the Building Commissioner showing the location, dimensions and the manner of construction of the fence, and the Building Commissioner has issued a permit for the same. No person shall commence any such work unless a permit has first been obtained.
(b) A fee of sixty dollars ($60.00) shall be charged for each fence permit issued.
(c) No fence permit shall be granted, if in the opinion of the Building Commissioner the construction, alteration, relocation or reconstruction of the proposed fence will constitute a nuisance, fire hazard, traffic hazard or menace.
