(a) Any person or firm desiring to demolish a building in the City shall, prior to demolishing the building, secure a permit from the Building Commissioner for the demolition of the building. A fee of one hundred dollars ($100.00) shall be charged for the permit.

(b) Before any permit is issued allowing the demolition of any building, the applicant must furnish a bond satisfactory to the Building Commissioner to protect the City against any liability that might accrue because of injury to persons or property in connection with the demolition work.
