At 8:00 p.m., on the second day of January following a regular municipal election, or if such day be a Sunday, on the day following, and in January of each year thereafter, the Council shall meet in the Council Chamber for the purpose of organization. At such organization meeting, or as soon as practicable thereafter, the Council shall elect one (1) Councilperson as a member of the City Planning Commission to serve for the balance of that year and until his/her successor shall have been elected unless he/she shall cease in the meantime to be a Councilperson. The Council shall adopt its own rules, regulations and/or by-laws.
