1109.06 UTILITY OR SERVICE POLES.
   (a)    No plat shall be approved for dedication, unless provisions are made for all utilities to be installed underground in all future developments.
   (b)   No person shall install utility poles or any poles of whatever character in the tree lawn of any street or on any public property unless the written consent of the Mayor or the Director of Public Service has first been obtained to do so.
   (c)   The Mayor or the Director of Public Service may, in his discretion, permit the installation of utility or service poles in the tree lawn of any street or on public property, if, in his opinion, such installation is the only feasible method.
