A deposit of one hundred fifty dollars ($150.00) shall be required with each permit issued for the construction, alteration or repair of any building; the deposit shall be retained as a guarantee against damage to the sidewalk or tree lawn in the vicinity of the building or structure for which the permit is issued from any cause whatsoever growing out of or in conjunction with the work prosecuted under the permit.
