(a) The Building Commissioner shall prepare each permit, designate thereon the character and size of the building or structure, establish the fee to be paid in accordance with the fees set forth in this Building Code, collect the fee and issue a receipt for it.
(b) All permits shall be obtained from the Building Commissioner prior to and/or before construction. Pursuant to Chapter 1109, any work starting and/or beginning without proper permits shall be charged two times (2X) the codified permit fee.
