Not earlier than the effective date of this amendment, passed 1954, to the Charter of Wickliffe and not later than three months after such effective date, the then incumbent Council shall divide the City of Wickliffe into wards in the manner prescribed by and pursuant to the provisions of Section 731.06 of the Revised Code of Ohio or any amendment thereto.
