Notwithstanding any provision to the contrary contained in any other code or ordinance of the City, the Building Commissioner shall administer and enforce any and all provisions of law or ordinance relating to the use, occupancy, maintenance and safety of all buildings and dwellings.
Nothing contained herein shall be deemed to relieve any other officer from any duty imposed upon him by law or ordinance.
