The Building Commissioner shall be appointed by the Director of Public Safety with the concurrence of two thirds of all members elected to Council and may be removed by the Director of Public Safety. However, such removal shall not be effected without the concurrence of two- thirds of all members elected to Council. Such appointee shall be in the classified service and subject to civil service.
