963.02 SERVICES AND ADMINISTRATION.
   (a)    The Department of Public Service shall provide services for grave, columbarium and scattering garden maintenance.
   (b)    The Board of Cemetery Trustees shall adopt rules and regulations, subject to approval by Council, for administration of the cemetery.
   (c)    The placing and maintaining of headstones, monuments, columbarium niches and scattering garden plaque shall be in accordance with the fees and regulations determined by the Board.
   (d)    As required, the Board shall present operating budgets to be approved by Council, covering its operation of the City Cemetery.
   (e)    The Director of Finance shall maintain a separate account covering operation of the City Cemetery and shall act as the agent of the Board and account for all funds received, disbursed or transferred.
   (f)   The Director of Finance shall record in a book provided for that purpose, a plat of all grounds for cemetery purposes and a directory of all contracts for the cemetery columbarium niches. The conveyance or contract shall, at the expense of the person receiving it, be recorded by the Director of Finance in a book kept for that purpose.

   (g)   On the Wickliffe Cemetery grounds is a special garden for people interested in scattering the cremated remains of their loved ones. Included is a memorializing plaque in the scattering garden bearing an inscription of the name of the deceased, their date of birth, and date of death. The Director of Finance shall record in a book for that purpose a directory of all contracts for the scattering garden.
   (h)   Fees and rules and regulations have been promulgated by the Board of Cemetery Trustees pursuant to this section. Copies of the cemetery rules and regulations are available at Wickliffe City Hall, Department of Public Service.
