Whenever the Mayor declares that an emergency exists resulting from inadequate water supply for human consumption and sanitary purposes, no person shall use any water furnished through the water mains in the City for the purpose of sprinkling or watering lawns, gardens, streets or other grounds, nor shall any person, during this period permit the use of water for this purpose from the service pipes connected with the water mains of the City.
