Every person applying for a building permit for the construction of any structure designed or to be used for human habitation upon any lot or land for which sanitary sewer facilities are not available shall state on the application the type of construction, size, capacity and location of any septic tank. Failure to include the information on the application shall be cause for refusal of a building permit by the Building Commissioner. Upon the application being so filed the Commissioner shall give notice to the County Department of Health, of the proposed construction of the septic tank and request and obtain an inspection and approval thereof by the proper officer before issuing any certificate of completion to the owner, contractor, or agent of either.
