The owner of any lot or lands within the City upon which there is any structure used for human habitation and for which sanitary sewer facilities are not available shall, within sixty days from notice from the County Department of Health, install, erect or construct a septic tank of sufficient capacity in accordance with the rules, regulations and sanitary code of the Department of Health.
