Any owner or owners, person or persons, having control of any building which is used as a dwelling house or for living purposes or which is regularly inhabited or used by any person or persons, the lot of which abuts on a sanitary sewer or to which a sanitary sewer is accessible and which has sanitary plumbing installed but which drains into any cesspool, drain, ditch or other place, shall disconnect the plumbing therefrom and make proper connection with the City sanitary sewer system.
