Moneys received from the collection of the sewer service or rental charge authorized by this chapter shall be deposited weekly with the Director of Finance, who shall keep a separate and distinct fund and account to be known as the Sewer Rental Fund. When appropriated by Council, such Fund shall be available for the payment of the cost and expense of the management, maintenance, operation, testing, cleaning, enlargement, replacement and extension of the sewerage system to unsewered areas, and reconstruction and repair of the sewerage system and/or the construction and reconstruction of sewage pumping treatment and disposal works, pursuant to the statutes and/or Constitution of the State of Ohio providing for the distribution of funds derived from sewer rentals.
