The Mayor or Director of Public Service shall make and enforce such bylaws and regulations as he may believe necessary for the collection of sewer service or rental charges and for the safe, economical and efficient management and protection of the City sewerage system. Such bylaws and regulations, when published by posting, as required for ordinances after passage, shall have the same force and effect as ordinances of the City when not repugnant thereto or to the Constitution or laws of the State of Ohio.
