The sewer rental charge shall be payable at the same time and place as water bills for the district in which the premises served are located. The City of Cleveland is authorized to bill and collect the foregoing charges, in addition to its established rate for water consumed, and include the same on its regular water bills. Such sewer service or rental charges, herein provided, shall be computed quarterly and shall be included as a separate item or charge on each quarterly water bill. The City of Cleveland shall include on such quarterly billings, an additional charge of two dollars and twenty-five cents ($2.25) per billing, per account, for the benefit of the City of Cleveland, which fee the City of Cleveland shall retain for each billing issued by the City, whether such bill is collected or not.
