Every commercial and/or business activity, whose premises in the City are drained by or served by the system of sewerage of the City or whereby the sewerage or individual wastes or either therefrom, are disposed of by the City through its sewerage system, or otherwise, shall pay a sewer service or rental charge as follows, predicated upon the quantity of metered water used in or upon such premises per each 100 cubic feet of water or less, or none, measured through or by any one water meter, per quarter, whether such water is derived from a source other than the City water supply or all or any part of such water is furnished to such premises without charge.
