935.01 PURPOSE; DEFINITIONS.
   (a)   It is hereby declared necessary for the public health, safety, welfare and convenience of the City and its inhabitants, to operate the sewerage system, i.e., the storm and sanitary sewers and appurtenances, as a public utility and to levy and collect sewer service charges upon all lands, lots and premises served by such sewerage system, and such charges, when collected, shall be used for the purposes hereinafter provided.
   (b)   “Sewage” means water or water-borne wastes, and “industrial wastes” means liquid wastes resulting from any commercial, manufacturing or industrial operation or process, which water-borne or liquid wastes enter the sewerage system or any portion thereof of the City. “Sewerage system” means storm and sanitary sewers, sewage disposal works, treatment plants, sewage pumping stations, impounding areas, together with facilities and appurtenances necessary and proper therefor.
